Downloads the specified file from the file system to the specified local file.

sourcePath: Type: SystemString
The path of the file on the file system to download.
localTargetPath: Type: SystemString
The path of the file on the local file system to save the file to. If this is the name of an existing directory, the file will be downloaded to that directory.
